Royal Caribbean Partners on Major St. Thomas Port Redevelopment Project

Great news for cruise fans who love visiting St. Thomas! A big development is coming to Crown Bay that will make your future visits even better.

The Virgin Islands Port Authority, Royal Caribbean Group, and Cruise Terminals International just signed an important agreement. They’re working together to completely transform the Crown Bay District into a modern mixed-use destination.

The signing ceremony happened on Wednesday, December 17, 2025, at the Austin “Babe” Monsanto Marine Terminal in Crown Bay, St. Thomas. Local officials and cruise industry leaders came together to make this partnership official.

What This Means for Cruise Travelers

This project will turn Crown Bay into something special for both tourists and locals. The current Crown Bay Center will get a major makeover with better shopping, dining, and entertainment options.

VIPA Executive Director Carlton Dowe explained the vision: “This initiative represents the future of tourism in the U.S. Virgin Islands. To remain competitive in the rapidly changing global tourism sector, we must continue to innovate and invest in experiences that meet modern travelers’ expectations while benefiting our local community.”

He added that the project “will enhance our current standing and lay the groundwork for the next generation of economic growth, opportunities, and destination development.”

Royal Caribbean’s Commitment to St. Thomas

Royal Caribbean Group is putting serious resources behind this project. Melissa Morales, their senior director of destination development, shared their goals for the redevelopment.

“Royal Caribbean Group proudly supports the revitalization of the Crown Bay District,” Morales said. “By providing elevated experiences for our guests while also paying respect to the local culture and delivering significant economic benefits to the community, we can collectively usher in a new future for the U.S. Virgin Islands.”

A Major Investment in St. Thomas

Cruise Terminals International views Crown Bay as a key destination in their worldwide operations. Kevin Goldstein, their head of development for the Americas, emphasized the scope of this project.

“Crown Bay is a priority destination within CTI’s global portfolio, and this agreement provides the underpinning for a very significant and substantial long-term investment into St. Thomas and the U.S. Virgin Islands,” Goldstein said.

He expressed excitement about working with the partners: “We are extremely excited to continue our collaboration with Royal Caribbean Group and Virgin Islands Port Authority partners toward the realization of this ambitious and exciting redevelopment of Crown Bay.”

What’s Coming to Crown Bay

The redevelopment will modernize the entire waterfront area. Plans include transforming Crown Bay Center into a tourism-focused destination with upgraded commercial spaces, new recreational areas, and enhanced cultural attractions.

The signing ceremony drew impressive attendance from local and industry leaders. USVI Governor Albert B. Bryan Jr. and Governor Tregenza Roach were both present to support the project.

Other attendees included President of the 36th Legislature Senator Milton Potter and Commissioner Designee of Tourism Jennifer Matarangas-King. VIPA board directors and executives from all the partner companies also participated in the ceremony.
