Norfolk, Virginia Sets New Cruise Records With 340,000 Visitors in 2025

The Port of Norfolk just celebrated its biggest year ever. The Virginia cruise terminal welcomed more guests than any previous year.

Norfolk’s Half Moone Cruise Terminal hosted 47 turnaround calls from Carnival Cruise Line in 2025. The port also welcomed 15 port-of-call visits. Over 340,000 unique visitors arrived at the Norfolk port throughout the year.

Year-Round Cruising Begins in Norfolk

Norfolk reached a major milestone in 2025. The port launched year-round cruising for the first time in its history. The Carnival Sunshine began offering continuous service from Norfolk as its homeport.

This marked the first time Norfolk offered cruises throughout the entire year. The move shows growing demand for cruise vacations from the Virginia port.

Big Changes Coming for Norfolk Cruises

Norfolk’s cruise future looks bright with major announcements. “Momentum continued with expanded port calls and exciting long-term announcements,” the port authority said.

Norwegian Cruise Line will start visiting Norfolk regularly beginning in 2027. The cruise line will include Norfolk as part of its Bermuda itineraries.

Carnival is also expanding its Norfolk presence. The cruise line will replace the Carnival Sunshine with the larger Carnival Freedom in 2027. This means more passengers and bigger ships for Norfolk.

New Welcome Program Launched

Cruise Norfolk expanded its team to improve guest experiences. The port launched something called Port Call Activations this year.

“One of the most exciting additions this year was the launch of Port Call Activations – curated waterfront welcomes designed to create a warm, memorable first impression of Norfolk,” Cruise Norfolk said.

These special welcomes feature local vendors and small businesses. Live local performances greet visitors as they step off their ships. The goal is giving cruise passengers an authentic taste of Norfolk’s community right away.

Educational Partnerships Grow

Norfolk invested in education and community partnerships during 2025. The port strengthened its relationship with Old Dominion University. It also worked with other local organizations.

One unique project involved Sail Nauticus Academy students. They built custom mini boats with GPS tracking. The students launched these boats from a Carnival Cruise Line ship leaving Norfolk.

The mini boats collected ocean data as part of Educational Passages. Students got to tour the ship and meet the captain. They followed their boat’s journey around the world, bringing STEM education to life.

Looking Ahead to 2026 and Beyond

Norfolk’s cruise success shows no signs of slowing down. The port expects continued growth in the coming years.

“We’re proud of what we’ve built, grateful for our partners, and energized for what’s ahead – including continued schedule growth and new experiences in 2026 and beyond,” Cruise Norfolk said.

The record-breaking 2025 season proves Norfolk is becoming a major cruise destination. With year-round service and bigger ships coming, Norfolk offers U.S. cruise travelers a convenient East Coast option for their next vacation.
